Both are exactly the same. The fact that the figure at the top seems larger than the one below is known as Jastrow's illusion. It is an optical illusion discovered by the American psychologist Joseph Jastrow in 1889. Because of this illusion, the figure below is perceived as larger, when in reality both are the same size.
